1. Wait time for new cars at many dealerships are months
2. Used car market expensive

The cops in NYC and ATL do not give a shyt. They will come write some shyt up and ghost you. You have to bother them and eventually theyll give you some paperwork to give insurance but thats it. They will not attempt to retrieve your car.

The police won't stop their day to chase stolen cars unless it's some sort of an emergency. People who are financially desperate will take matters into their own hands to look for their cars.
