No, all her proposals mentioned "people of color" not specific tangibles to African-Americans. She just put lip stick on a tried and true democratic pig by starting her "people of color/minorities" schtick with a statistic that highlighted how the nation has constantly terrorized African-Americans. e.g.

Thank goodness only a small niche of internet arm chair militants think that plans that disproportionately benefit black people aren't good enough because they will also help out other disenfranchised poor people as well. Her senate HR 40 bill she sponsored is specifically for descendants of the enslaved btw, but of course that's probably not good enough for you either and you'd be happier with Trump instead.
