How does a VPN affect this? Is the location based on the first location when the account signed up or does it constantly change? To be fair if im going to stay some wild shyt online I would have a VPN on at all times.

A VPN for a U.S ip address still increases the cost of their operations and increases the likelihood they will be found out when they slip-up and aren't connected when posting.
