You have a legal obligation to help other people if you sit there.

That's why there is an agreement you agree to help.

You can be fined or face jail time.
You gonna have to provide some precedence to this because FAA regulations are for airlines, not the passenger. Meaning it's for the airline to enforce. There are no specific laws requiring a passenger to assist emergency deplaning that would make them criminal for failure to do so. FAA mainly wants a passenger in the exit row to be physically capable of removing the emergency door or likely debris blocking it due to the safety hazard of not being able to.

If you fail to perform those duties and somebody gets hurt. You can sued in a personal injury lawsuit

That's not criminal. Those were your exact words. Fines and jail time meaning criminal. You can bring a civil suit against anyone. You'd also be hard-pressed to win a judgement.

You specifically said JAIL did you not? That is criminal. You didn't say legal for civil suits. You said it for jail time, criminal charges. And like I said, being subject to a civil suit does not prove legal culpability unless found guilty. And as I said there are precisely ZERO LAWS regarding not assisting in deplaning. FAA requires you to open the emergency door. That doesn't mean you are required to deplane all passengers before you exit. They would like you to I'm sure. But that's not anything you'd be subject to criminal or civil suit for. As long as you open that door, you are fine.
