Friend of mine is a former Obama aide. He said Obama wants Holder to run. Both men know Holder isn't going to win, but the idea is that Holder will have a demographic (older blacks) and be mainly focused on prosecuting Trump during primary debates. And also discussing gerrymandering. My parents are in that demographic and will definitely be drawn to him.

One of Obama's reasons why he couldn't explicitly help poor blacks because he would be mercilessly called out by the right wing.
If we follow that logic any sitting black president can't do anything for black people, at least not until his second term. And would he really want to rock the boat at that point? A president holder would campaign for his legacy in the first term. Like Obama with the ACA.

It's possible he wouldn't have the political cache to get the ball rolling for some form of economic recourse.
