I think the actress playing the mom already said before the season premiere that she's not returning. On the show they said Rue's mom is keeping Rue away from the sister who is excelling in school.
I'm seeing conflicting reports. Deadline said she's out, THR says she's returning. I think I got it wrong, it looks like something changed.
