Right now Ghana has the right to abode program that provides any black person in the Diaspora automatic residence status, but one of the requirements is you have to be able to provide for yourself financially. Nothing you said in the OP even alludes to any sort of economic plan for sustainability.

Liberia isn't a good example to use. Black people were sent to Liberia, they didn't chose to go there.

After the Civil War, Lincoln, along with many other white supremacists who ran the country wanted to send ALL newly freed Africans to Liberia. Plus Liberia was founded by the American Colonization Society, another group of white supremcists.

All of the early organizers of the Society were slaveholders; according to annual reports of the Society, they hoped in this effort to strengthen the institution of slavery in the United States.
