Punitive damages should be automatic, but I think options should be available for individuals to choose from a said list. Some would want education, some would want money, free healthcare, clean slate on credit and debt. If each are substantial, then a choice should be available.

do you raise taxes? how do you generate revenue or where do you cut revenue to be able to pay for it? With the bank bailout, the banks had to pay back what was given to them.
