The Fulton Mall thing is sad. It was literally ahead of its time. A walkable downtown district with major retail, restaurant, art, etc.. and it went belly up. Fashion Fair is what killed it off. Hopefully cars being able to drive through the street again can revitalize it. Then link the area to the Tower District
Now the Chargers have to pay 650 Million to relocate to LA. 
Could use that plus 300 million from the NFL to cover most of the construction cost.
