Life Giver (+20 Max health), Gun Nut (Lvl 1 gun mods) & Toughness (+10 dmg resistance)

How come when you hit L1 after a couple times it doesnt work no more?? what am i suppose to do just manually shoot? if i switch weapon could i do the l1 again?
