Hold up.

I think it goes without saying that the guy is a scumbag for not paying child support.
BUT, deducting past due child support from an economic stimulus check meant as bridge money for workers who have been furloughed/layed off/cant work is a
TERRIBLE idea. It's absurd and untenable, like being able to garnish 100% of someone's monthly income.
In this case the guy has a current wife and an old BM. This gives us two scenarios:
Scenario 1: Old BM gets her stimulus check + the guy's entire stimulus check. Old BM and her
KIDS are good. The guy, his wife and
KIDS have no income and no way to make money since everything is shut down.
Scenario 2: Old BM gets her stimulus check only. Old BM and her
KIDS are good. The guy, his wife, and their
KIDS are also good.
Ironically, Scenario 2, which doesn't involve child support, is the only one that takes both sets of
KIDS into account.
Also, Scenario 1 creates unintended consequences. Think about it. People will get extremely desperate if they have no money to feed their family and no way to make a living, and could turn to petty crime as a means to get money/resources. This, incidentally, is the same reason people started buying up guns and ammo when news of the shutdowns hit. Regular people understand human nature and what people are prone to do if they have their backs against a wall with no options.
TERRIBLE, TERRIBLE idea.

The guy is still a scumbag though!
