Famous example is D12 passing on In Da Club, Dre gave it to them first.

Also, Jay-Z passed on Pump it Up, and Joe Budden eventually got it. (then Jay did that freestyle later on the beat)

Apparently Bleek passed on a TON of heat. Roc The Mic too.

9th Wonder was working with him for 534 and Young Guru was trying to get 9th to do most of the album, but Bleek only took a few.

Jay-Z rapped over Izzo after Cam'ron rapped over it, and the beat was intended for Ghostface.

Girls Girls Girls was intended for Ghostface too. Heart of the City for DMX.

U Don't Know got passed on by Busta Rhymes, Jadakiss, and Prodigy.

The Takeover was meant for Beanie Sigel.

FWIW Ras Kass and Alc squashed that a long time ago, and both admitted they fukked up. Ras Kass fukked up by not ever paying fully for the batch of 3 beats that he got from Alc, and Alc said he could've waited a little bit longer than 6 months before re-selling it. Priority Records paid Alc half up front, but never the other half. Ras Kass used the song and Priority never paid the other half, and never returned Alc's calls, and so Alc re-sold the beat to Jadakiss. And again, in hindsight both Ras Kass and Alc said that Priority fukked both of them in that situation, and they're cool and still working together, and Alc later gave him at least one beat for free.

Made You Look is fire, and Salaam Remi is underrated. And IMO I can't really hear Nas over We Gonna Make It.
