Writers/Actors strikes aside, I really hate that the last film ended in a helluva cliffhanger (not even including the Hobbs revelation), and they didn’t already have the next movie even close to almost ready to go

They got greedy. There was only so long they could keep it going. The last one didn't even do bad box office wise but the budgets have gotten so crazy on them. Unless they are able to reinvent the franchise like 'Fast Five' did there's only so much you can do with the same cast of characters.
