How do you do those special move cancels that don’t burn rev/ex meter? I saw Maximillian doing it with Terry.

You use the feint button with the special moves that have them. Not all specials have them and it'll vary how many a character has, as some only have like one. It's mostly on DP moves.

so basically lets say you have an air hadoken. basically you do the normal hadoken input but roll to the up button so that you character jumps then press the punch button? Does that make sense

They pretty much straight forward. So if you looking for BlazBlue type characters you should pass on this
