I would argue it's neither. There are cultural issues at play here that only we can fix. Sitting around waiting for the government or state to fix it is futile and doesn't address the problem fully imo

still werent admitted to most schools.. racism didnt die.. but it sure shifted down...
i would rather deal with the millenials racism than what people went through in the 60's i went trough it end of 80's and 90's

Not going to deny job opportunities will help allieviate some of these issues but how long are we going to act like this is the only solution?

The way people frame this issue is like everyone on the street is a Jean Valjean who was sentenced harshly for a loaf of bread. There are a some people who are always attracted to fast cash and it's not just to eat but superfluous materialistic items. Stuff they don't need.

Besides, no matter how poor I am I'm not going to be shooting folks in the street. That is a cultural issue that needs to be addressed.

It's the biggest part of the solution imo. Of course there is more to it and some people will always be attracted to illegal activity - there are plenty of middle class/rich kids who still end up down the wrong path.

But many of our people are simply without skill. Without education and the ability to make a decent wage. Poor people deal with these issues around the world, not just in America. Most jobs are not coming back but the population keeps rising. It's gonna be more real than people think in 10-15 yrs.

The reason for it's abundance has to do with the living proximity and poverty. If poor people lived more spread apart, you'd see less crime / murders.
