How do they even work? Does someone actually make them featured? Does it automatically become that? What's it based off?

After I get my answer I'll edit and leave something about Kobe as the OP.

EDIT: got my answer. Now let's admire Kobe the NBA legend, right above an up and coming Coli legend on the homepage.
