Prelude: We whipped up a script to check & update Price Bands once they were released. We're still getting it implemented properly, but for the most part it is doing a good job of keeping things current as EA tweaks the bands.
Today, once TOTW 26 was announced, I decided to run the update script manually and see if the new TOTW bands were implemented yet. Turns out they were, but not exactly in the way I thought they'd be:

Item 2 and 3 are the MOTM Suarez and NIF Suarez, but Item 1 is the new TOTW26 Suarez. And you can see his band is 211,000 - 286,000, and his source is 'PRICING' instead of 'MARKET'.
Now all of this is completely hypothetical, but my gut tells me that these 'PRICING' sources are the bands that would be if the market had not been completely inflated at the time of Price Bands introduction. If this is the case, to me at least, this is incredibly encouraging about the state of the market come FIFA 16. 211,000 coins is a lot, sure, but Suarez is a top player. There should be a grind to get the best players, but if price bands are even close to this in 16, acquiring great players won't be impossible for the average player.
I may update this later once the TOTW is released, and see what the difference is.
Edit: 4m - 7m is his live Price Band. That's nearly 20x inflation on the low end. As crazy as that sounds, I believe it with how messed up 15 has been.
