In practice it is... people starve.
Government is more susceptible to all the things you listed and more which is why its ill-advised that the state engage in this silliness... but good intentions and emotions are difficult to combat.
Libertarians are always going on about how inefficient, corrupt and bad at managing anything the state is, so this whole situation just re-enforces that.
Even the excuses and deflections are a salad of 'the state fukked up'/'the state was incompetent'/'other states interfered'.
