Microsoft has said that every game, rather exclusive or not will have dedicated servers on xbox1.

Thats not the same thing and even that claim has been foggy and vague as to what it actually means. Dont you think that if Microsoft was really guaranteeing dedicated servers for every game, they'd be screaming it from the rooftops? Lord knows they need all the help they can get playing catchup. Yet they have made no statement confirming that old Wired article all the diehards are still leaning on. Instead they're making announcements of dedicated servers for individual titles like the one they just did for Ghosts. Pretty sure that wouldnt be necessary if the feature was gonna be standard for every game. Use your head.

They can't gaurantee that devs use them. Ultimately the decision is up to the devs, but they've made them so cheap and accessible that it doesn't really make sense for devs not to use them.

I have not heard of an Xbox title yet that doesn't use "the cloud" in some capacity

There should be a "Wait until 2014 for a price drop" option.

Right now I'm mad behind on PS3 games, no reason for me to cop anything at launch. But I imagine I'll eventually get a PS4.
