Since the staff had meta tech, couldn't the military lady just use it herself and avoid the middle man or lady , unless she didn't know how to activate it or wanted a partner in crime.

Kaitlin/Cisco argument also seemed silly, considering they are capturing metas left and right each week and like Cisco said there are some people like Fallout who can't lead a normal life. Of course it would be an option, he's not the type of person to force it on anybody .
