I was at a club and the floor started to dip (2nd floor). Feeling was scary af.They had to shut the whole thing down.

It isn't school property IIRC. These are off campus apartments. The dead load vs live load was exceeded by way too much. That apartment wasn't designed with the intention of holding 100 plus people. The tenants who made the floor collapse are ultimately responsible for damages to the unit and the units below.
The girl who lives below them had been filing a police report at the time because of the party and how often they had people over. If she had been home, she's dead right now.
