I mean after he got the check cashed; which he did. He could have got on a cruise to an island, exchanged the money for a different currency and then booked a flight/boat to Cuba. Problem solved.

What he said makes sense, but not that route. If someone gave you 1 million what's the best way to make money off that? The quickest way possible and then give all of the 1 million back. Technically it's an interest free loan.
