It's just inconsiderate.
I had a friend who would always do stuff like this. The last straw was when she begged me to go to the mall with her knowing I had an assignment due the next day. She showed up 2 hours late without even a text or call. When she got to my place she was rushing me to come out after having me wait 2 hours. Then took forever in stores knowing that I had to get back home to work on something. I got upset and just called my brother to get me. I couldn't get back in the car with her because she couldn't understand why I was upset.
