Thats because they'd get shut down by the food safety inspectors. Technically not supposed to do that for food safety reason. Washing meat with water contaminates. Better to clean by killing the bacteria with heat. Reason why they are required to cook them to certain internal temps.
Grandmas way of food prep works at home, but you not supposed to do that when serving to the general public. Fire/heat kills more germs than luke warm water anyway.

Yeah, "washing" meat is counter productive and asking for trouble. Let the heat do what it is supposed to do and kill the bacteria.
