It is legit. The guy was even on stage with Trump at some rallies in Minnesota. He is very well connected and that's probabaly why those cops went along. He is a well-known figure in law enforcement there.

He's trying to draw a false comparison and get people to admit that black people were still being killed during Obama's tenure and that this isn't new - which is true. But the thing is, the run of the mill white person wasn't being charged up to commit assault/battery/murder because their fear of the black man. Trump's entire campaign was run on stoking fear in white people that THEY, whoever THEY are for YOU, are changing YOUR America and it needs to be stopped. The majority of his actions have been a means to that end, making white people publicly think that killing the black man is the solution to their problems. So we see an uptick in these incidents.
