Many times its simply bad schools. And they aren't limited to Black neighborhoods. I've posted it before, my kid was attending a predominately White public school that was teaching below grade-level courses. My kid got all A's, yet the state assessment tests showed my kid was below grade level in math. My kids tutor even confirmed what was being taught was below grade level. We had to put our kid in private school.
