Sort of....while he still commits villainous acts, he breathed life and economy into New Bourdeaux. I rather have a mobster that cleans up my city and keeps me safe as opposed to criminals who carelessly kill innocents. Lincoln upheld a strict code of honor, even amongst those who were willing to kill him before he got the town.
