Let's see... If I have a xbox 1 playing at 30 fps and I'm playing online against someone with xbox 1 x at 60 fps wouldn't he have an advantage over me? There's plenty of reasons why they are not gonna boost the fps... Even playing field..
Weak excuse

If a person purchases better hardware they deserve better performance. Why is this argument never brought up for PC games? Where nobody has the same rig and everybody is using different settings?

Seriously, that used to be a thing when porting from consoles (Manhunt 2, Dark Souls, Bully, NFS) but unless you pull a Mafia 3 then most games at least run at a capped 60.

shyt ports like Arkham Knight and Mankind Divided for example are just shyt ports.
You call them "shyt ports" in reality they are games in which the dev did not prioritize framerate.

Majority of them are open world games built for consoles at 30fps

Same reason why you don't have to pay for online multi. It's not owned by one company.
