4K and 60fps aren't an either or thing. Some games are limited by the CPU, some GPU, some both. the Pro/Xb1x isn't going to really double fps in games unless it was the GPU that was the limiting factor on the OG console.

There's not a one size fits all solution to a game being 60fps.

Yup. It's a matter of their design choices and hardware.

I think they simply wanted to churn out a new Destiny and not have to rebuild a whole new engine. The engine they used is probably just a tweaked Destiny 1 engine. At best they could've unlocked the framerate because if it's 30 on PS4 and XB1 then an unlocked framerate on the upgraded consoles would've probably been a tad bit higher since the CPU in those are clocked higher.

@GoldenGlove xb1x doesn't not have to have framerate parity anymore. It does initially but it can have modes.

Guess what, the base model doesn't have modes does it? So then your story is outdated.

And I'd appreciate it if you and @Fatboi1 would stop grouping in XB1X with PS4pro when discussing the PS4pro's limitations

I remember threads from 2013 where nikkas talked about 1080p and 60 fps and were ready to shoot up opposing console stans' mothers' houses and shyt on some Colors fukkery.

It should be powerful enough to allow you to play madden 19 and compute exactly what bone should break and where depending on the unique collision on tackle and then show it to you on some Mortal Kombat 10 shyt. It should be powerful enough to make the entire world truly react to our actions and decision...

Remember the talk about XiX having freesync capability...

If console games were to be unlocked, would Xix games with the appropriate monitor or future tvs w/ freesync be a big benefit?

Xbox CPU is not strong enough for 60fps. Developers will tell you CPU=framrate GPU=resolution. Xbox CPU is just a tiny bit better then the CPU in Pro. 2.3Ghz vs 2.1 Ghz. No AAA Xbox games will run 60 and only 30 on Pro.
