I cant speak for other malls but the mall in my city (fairly nice mall, they keep adding shyt to it and is pretty active at least during weekends)
I was seeing how much it would cost to get a kiosk or something to sell some hsit out of
and they were like "its X and X this month but during the holidays we raise it to this amount" and im sitting there lookin at the bytch (mall manager) telling me this like
so.. the months im supposed to make more money in.. I cant 
because the extra money I would make, I gotta give it to you not sure if its like that in other malls but in my mall (again a very active mall) still sees a lot of shops open and close monthly.. thats a HORRIBLE business model. Works great for the mall , but as a small business theirs no way unless you an already established company that that kind of shyt even makes sense for you..
better opening up shop at a lesser visited area and paying cheaper rent and getting less sales (but more opportunity for profit).
