I think it has to do more with cost of living and taxes. The folks are leaving for states like Texas and Tennessee that have no state income tax and lower cost of living.

People don't leave states for politics. They leave because of money.

No. California has many great qualities. Weather and scenery being first and foremost. But there's no denying its politicians have made it unappealing. When people keep leaving such a beautiful place it should tell you something.
