Remember, his base is broke rednecks. Presumably they are buying groceries on credit, for which you're sometimes asked for ID to make sure the names match up (generally distressed areas with a lot of crime/scamming).
This is what he does, makes idiotic statements that only have some semblance of sense to those at his rallies. Then when the media predictably comes out and says you don't need ID to buy groceries (true 99% of the time), he and his followers can call it fake news. The man is a cult leader through and through
