I disagree.

In fact you have two issues

People don't want to pick the fruit at the current market rate, and employers dont want to pay a living rate for that stuff to be done.

But a lot don't want to pick fruit, or clean toilets, or be a day labourer period. The lowest they will go is fast food.

So employers want human labour to exploit but no one is available to be exploited, and the government will never enforce a living wage to end this mess.
