There is no doubt this move will attempt to include some carve out for students from Israel or children of billionaire Europeans, which would be even more unlawful, if not illegal.

Harvard is one of the rare cases of being bigger or just as big as the program. It will be a long fight.

Medcaid expanded by 20 million enrollees when the ceiling for enrollment was raised to 138% of the Federal Poverty Level after the passage of the ACA. Millions of healthy recipients are now enrolled who never belonged there to begin with.

Also, you're using the word "oligarchy," but I don't think you know what it means. If we want to be honest, an oligarchy is rule by a small group of people. There are quite a few people in the US government who contribute to running the country, unlike, say, the aristocratic oligarchies of Europe prior to the 19th century.
