2 questions:

1. What would be considered "meaningful" ICE reform that Dems could barter with in a shutdown - that doesn't include the word abolish?
2. Dems squandered all their leverage on ACA extensions during the first shutdown, got a half-hearted vote which failed. Would you be happy with going through all of that to completely pivot away from something that is going to ultimately effect millions of people to focus on reigning in, not doing away with, ICE?

Even before this, ICE was unpopular. Many individual Democrats have been strong on this but my God is leadership atrocious.

I know at least one American citizen already survived an ICE shooting it's probably a miracle it's taken this long for one to be killed.

Pretty positive like 100 people have died in ICE detention

Anyways, ICE needs a complete overhaul so it functions the way it was originally intended: as a limited border‑focused agency, not a domestic police force with sweeping powers. That means putting strict boundaries around what it can do and creating real transparency and accountability. At minimum, the following changes would be required:

Agents should never be allowed to hide their identity; clear identification must be mandatory.

ICE should have zero legal authority or jurisdiction over U.S. citizens, with no exceptions.

Arrests should only be allowed during an active investigation or in response to an immediate, credible threat.

Unmarked‑vehicle raids should be heavily restricted to prevent covert operations that evade oversight.

Home raids must follow strict rules, including warrant requirements and clear limits on entering private property.

Enforcement actions should be banned in sensitive locations like schools, hospitals, places of worship, and disaster‑relief sites.

The agency should be required to publish regular public reports on arrests, detentions, and deportations.

Data on racial disparities, patterns of misconduct, and enforcement outcomes should be tracked and released publicly.

Internal disciplinary actions should be made public so the public can see how misconduct is handled.

Body‑worn cameras should be mandatory for all field operations, with clear rules for when footage must be released.

Section 287 of the Laken Riley Act should be rolled back to prevent mission creep and restore limits on local‑federal cooperation.

Ice is not above the law and should not have the ability to act as if they're.

You have some good tangible guidelines in your list, the problem isn't so much the guidelines, its the lack of enforcement of the guidelines. HS could agree to your entire list and then some but never enforce any of it. You need tangible asks that force accountability from the top of the chain on down that force them to operate within the guidelines.

You're living in a fantasy land if you think the Dems can reasonably keep the government shutdown doing both.
