Operation Warp Speed was possible because the federal government wasn't gutted of expertise from 2017-2021. Even with all the craziness, Trump had an administration that was basically Mitt Romney if he had won a term as POTUS on a policy level... with the corruption and grifting sprinkled in. There was no revenge against the federal workforce and all that.

For this 2025-2029 term, we most likely don't have the human capacity to do an operation like that within HHS. Over 300,000 federal workers have resigned, retired, been fired, etc since January 2025. HHS itself is in the tens of thousands...
