It looks like State Department is going to funnel the money to the government of a particular country. The issue is that foreign governments don’t know how to handle or report on US government funds.
So those NGOs and contractors that have been implementing USAID global health projects are left in the dust but I think they may go to the Congolese government here and say we can help you implement this.
State Department is not trying to fund the NGOs as they did before but at a certain point they’re going to need them.
