a government handout is just something the government gives people in need for free. The term has been weaponized like woke, welfare and a bunch of other terms by conservatives to give them a negative connotation so I can understand why you're upset over the use of the term.

From the economic devastation of antebellum slavery, to the legalized theft of Jim Crow, to redlining, discriminatory loan practices after WWII, and the targeted destruction of Black communities through the War on Drugs—the financial avenues that build generational wealth were deliberately closed off.
