Airlines still enforce the cell phone bans, it's the electronics ban that's not enforced (it's not even federally banned anymor, but even before that, they were lax with that).

The cell phone ban is still taken seriously. They are not supposed to pull away from the gate if someone's on their phone, they could be fined they don't comply.

Yeah, they'll touch your shoulder assuming you can't hear them to get your attention. They don't just rip the headphones out of your ears and throw them on the ground everyone knows about the "turn your electronics off bullshyt" so AT LEAST act like you're turning your shyt off.
