He had a few accomplishments during his term, but he also vetoed the 1990 civil rights bill that passed Congress because he thought it was a quota bill. He signed the 1991 revised version in part due to the backlash he got from vetoing in the 1990 version. Him and his administration were also against race exclusive scholarships that allowed minorities to go to college because his administration thought they were illegal. He also was not down with plea deals and wanted to cap the number of appeals in the court system which basically hurts those who are innocent and in prison. He also had that Willie Norton racially divisive campaign ad during his run for President that appealed to white anxiety and fear. Not to mention the economy went into recession (just like Bush Jr) and black unemployment went up 3% and black poverty went up almost 3%.

He was really Reagan's 3rd term since he was Reagan's VP for 8 years.
