I dont know his exact point but I think food stamps and shelter should be universal, and part of universal basic income. So that everyone has food and a roof over their head by default, and you can work to have nicer food and home and buy other things (luxuries). But if you stop working, or never work, you have your food and shelter.

So that we dont have a situation where people who dont work have a better life than people who do, which might be the case SOMETIMES with welfare recipients living better than people with jobs.
