My wife doesn’t want to have sex anymore

I am 25M my wife is 26F. We married young at 22 and 23 met when we were 18 and 19. We always had a very active sex life until about a year and a half ago. She just lost interest, only lets me kiss her on the cheek and doesn’t like to cuddle, hold hands etc. After I brought it up about 8 months ago how this is affecting me she went to her doctor and learned her body has near zero testosterone. Her Dr. adviced testosterone shots as well as many other natural remedies. She started off trying them but it always fizzles out. She’ll wait until I say something about it and promise me the moon and that she’ll change and try harder but never follows through. She refuses to try therapy and I’m about at a loss. I feel like we just exist next to each other. She considers masturbating as cheating and I have found myself to be very sexually frustrated. I feel like a piece of shyt for even thinking about divorce but not sure what else to do.
