I don't think Suge care or could spot a hit. He let Left Eye put out an abomination. He just let guys chill in the studio. Remember it was Pac who recruited the producers to do 7 Day Theory, all the artists you used to call it the "wack room" where those producers used to be.
Suge knew the Death Row logo was enough to move albums. I remember if I saw Priority or Ruff House I bought the album without even knowing anything about the rapper.
The Left Eye album "N.I.N.A" was never released. They never even finished the album. Her only solo album was "Supernova" which was released on Arista.
The "Wack Room" consisted of Hurt-M-Badd & Big D. They were actually producers signed to Deathrow. These weren't guys who were just sitting around in the studio. The problem they ran into is that there were cliques within deathrow. Snoop/Dogg Pound wasn't trying to fukk with them because he had Daz & Soopafly. After they did 2pac's Makaveli album, all the artist started hating, complaining to Suge saying they were giving their best shiit to Pac.
Suge towards to end of Deathrow's run just cared about staying relevant & causing controversy. This is why he had acts like Top Dogg & The Realest. This is why he did albums like "too gangsta for the radio" dissing Andre & putting out DVD's.
Suge took his job very seriously in the beginning. Why make assumptions when these facts are out there?
