That's that "why me" mentality. Of all the people in that school the other person decided to go off and harm that particular random innocent person that never did anything or took a particularly minimal action or behavior such as receiving attention and beat someone until they lost their facilities? It's statistically unlikely. It's possible, but unlikely. Now if the girl that got stomped is dating the suspects ex or was caught messaging them, which to them is a big deal, hell even maladjusted adults still struggle with this to the point of jail, then it's like "ok that's the motive".

There's something more than just her being in the same school (proximity) that made her a target. But that's for the lawyers, judges and parents to figure out.

I get what you're saying but teachers can't physically separate (or touch) students due to liability risks. There have been situations where a teacher separated students from fighting and end up losing their job due to the parents flipping it and put blame on the teacher for touching their child.
