Mueller could have stated a crime, even if he didn't want to charge it. That would have ensured congress acted. Instead, Mueller p*ssyfooted. "I cannot say the president is
not guilty, but um I cannot prosecute because um..." All he had to say was the presidents was guilty of X but we cannot charge a sitting president. Congress would have taken it from there.
