"His" premise is flawed. You could argue that the expressed prejudice against white americans (not racism since this still a cac dominated society and racism is power + prejudice) is a form of equality.
America was formed and influenced by racism so much so that you cannot talk about American history without addressing the constant racism throughout each significant era. One could say being racist is an aspect of being American. Non whites historically have not been able to partake in the "American" racism...its a field overwhelming dominated by Whites. As more and more non-whites are becoming compatible and "free" to express their opinions, it makes sense they would do so in the American tradition.... loudly voicing their ignorant opinions about other "races".
It doesn't sound like Mr. Cheng here actually believes in the marketplace of ideas. Plus he posits that institutional racism doesn't exist yet believes anti-white prejudice will lead to or has already lead to institutional anti-whiteness which is absurd...whites still control most of America's institutions
Cheng ends by saying society is reverting instead of moving forward. So he's advocating for progress?
