No its not. Hangouts is Google Talk which is googles messaging app.
You need Hangouts & if you wanna dial out from & recieve calls from your GV in Hangouts then you need the dialer too, its at the bottom of the OP. The sms and mms doesnt work right now, the roll out was last night but i think google deactivated it or something to work out some bugs. At least we got everything needed when its activated again

I was under the impression it was a t mobile thing cuz of it being a permanent app on the device and on my device anyhow wasnt available til a update...Ive had it a whole year and nvr fukked with it..

You don't need credits to text or make calls via Google voice inside of hangouts. Only way you'll need credits is if you making international calls.just downloaded on my iPhone..
phone calls work fine.. haven't figured out how to integrate my iPhone contacts to message yet, tho..
no more free calling/text via Google Voice w/out credits.. but, I I usually return text via Gmail anyways..
Bout time Google Voice stepped up....got tired of emailing pix to chicks saying something was wrong with my mms.
I've been doing this for four years and counting. "My current plan is trash and doesn't include picture messaging, just email/facebook it to me" I could have just used the star feature. 
On a sidenote, when I first started using Google Voice and had girls email me pictures, I would mark the pics I got as spam to easily access them in my email. What I didn't know was that all spam got automatically deleted after a month. I lost 3 girls nudes because of this.

Breh, I does this, no you dont. Something is wrong w/ your joint. I made 5 test calls from the new dialer in Hangouts and they all went through w/ no credits required. Maybe its glitching or something while they work out the kinks.
