The sample is only 26 familes that state they were middle class and then stated in the article that to them being middle class meant


That said nothing in the study you provided argues what the existance of the black tax as you defined it and the study itself isn't even about economics, its about identifying the black middle class as an entity to further study.

The study you just linked to me, does not discuss the context of a black tax. I didn't even claim it was a literal tax. I simply said the concept as you described a black tax is not in that study you linked. The word black tax is not in the study you linked. Very little economics in the the study you just linked to me.

Different states will have different policies.I
If you don't like the way a state administers, you can vote with your feet to go to another state.
Just like every other state run social program.

RSA and HSA would be national policy for federal taxing as well, of course states would have their own taxing rates.
