Hes trying to say those greedy fukking city officials had/have the money to fix the problem. They keep pocketing the damn money instead of actually fixing the problem. He doesn't want those evil b*stards to get 100m more because all they are going to do is split the money and not correct the issue. The only problem is he doesnt realize that while yall are arguing over who is going to foot the bill, black people are forced to drink poision. The city politicians should be hung and they should open up the books to see where that money went. And make their asses pay back the 100 million of emergency funding.
