This is a decent play by Trump. He initially thought he could get Pelosi nd Schumer to the negotiation table and get his wall. Since they won’t engage, he is just making a public offer and hoping the media will put pressure on Pelosi to accept the deal. I don’t think it works but it’s one of his few plays left at this point. Pelosi’s response is appropriate. They should not negotiate for anything until the government is open.
